THE SECOND TERM

In 1949, Truman secured Senate approval for creation of the North Atlantic Treaty Organization (NATO). When, in that same year, the Chinese communists under Mao Zedong succeeded in winning the civil war for mainland China and Chiang Kai-shek’s Nationalist government decamped for Taiwan, Truman ordered the U.S. Seventh Fleet into the Taiwan Strait to prevent both a communist invasion of the island and a Nationalist attempt to attack the mainland.

On the home front, growing concerns over the expansion of Soviet communism as well as the specter of a communist-ruled China surfaced in accusations of communist infiltration of U.S. institutions, such as the film industry and the federal government. Investigations ensued and Wisconsin’s senator Joseph McCarthy dramatically claimed to have a list of communists in influential jobs in the Department of State. The Whittaker Chambers–Alger Hiss case erupted during this time. Truman counterattacked, but it was not until 1954, after he had left office, that McCarthy was discredited in public hearings.
